At our presentation Night on 20 September 2011 for the 13th Annual Liverpool Police Officer of the Year the three Rotary Presidents of Liverpool Rotary Clubs shared the honour of Presenting NSW Police Commissioner Andrew P. Scipione (APM) with a Paul Harris Fellow. President Ted Mlynarz of the Rotary Club of Liverpool West read. President Tony Scarfone of the Rotary Club of Liverpool Greenway and President Shaun Jackson of the Rotary Club of Liverpool pinned the badge and placed the medallion. The presentation of a Paul Harris Fellow is our way of expressing the outstanding contribution that a person has made to our Community. The award is named after the founder, Paul Harris, a Chicago lawyer who started Rotary International with three business associates in 1905.

Rotarians often award a Paul Harris Fellow to those whose life and achievements demonstrate a shared purpose with the Rotary Foundation.

Reasons for Giving

The three  Combined Rotary Clubs of Liverpool, would like to acknowledge the support of Commissioner Scipione, with a Paul Harris Fellowship, in recognition of his continued encouragement of our Rotary  Police Officer of the Year Annual Awards.

The Commissioner attended the very first Liverpool Police Officer of the Year along with the then Commissioner Ryan, he then represented Commissioner Mahoney during his term, when the Commissioner was unavailable.

At our tenth anniversary Police Officer of the year we welcomed Mr. Scipione as our guest of honour, in his current role as Commissioner of NSW Police.

Over many years we have had the pleasure to welcome Mr Scipione to these awards, to share in his enthusiasm for the awards and to hear of his hopes and dreams of a safer and more peaceful community.  His challenges have been many, but he never fails to encourage his force and recognise those who go beyond the call of duty.

His support has been never ending for this Rotary Project and has seen the Awards now celebrated in many Rotary Districts and in particular in most clubs in District 9690.   Last year this culminated in the Commissioner, working with Sydney Rotary to present the first official State Police Officer of the Year Awards.    At this meeting he announced his long term goal was to see the Awards go National.

Having worked with the Police of Liverpool and Green Valley over many years organizing this event, we know that the Commissioner has always dedicated himself to his Police Force, the Community and to The Rotary Awards.

Due to our long association with Commissioner Scipione, it is with pleasure that we present him with the Highest Rotary Award in recognition of his role as Police Commissioner of NSW, his support of the Rotary Police Officer of the Year Awards, and his introduction of the NSW State Awards.

A contribution to the Rotary Foundation is an investment in the ideal of good will, peace and understanding. This is an ideal held high by Rotarians the world over, and one that Commissioner Andrew P Scipione clearly shares. Through the leadership of such individuals of good will we believe the ideal becomes a reality

We were then very pleased that Mrs. Scipione was in attendance and in a modest crowd of 240, a good number of police hierarchy, dignitaries, police officers, and cross section of persons representing the Liverpool Community.

We remain humble of the Commissioner’s appreciation expressed and appreciative of his support and endorsement of the Police Officer of the Year awards
